ISP bandwidth throttling: Should I invest in a VPN for my office staff?

Is investing in a premium VPN service for my office staff ideal if I want to avoid bandwidth throttling from my ISP? Right now, my employees are raising complaints about slow internet and saying they struggle to load pages when everyone is in the office. I obviously wish to improve the efficiency of their work, but I cannot change ISPs just yet, not without a massive clawback fee.
